What Is the NJ Electric Vehicle Tax Exemption?

Eligibility

The provision eliminates sales taxes for purchased, rented, or leased vehicles obtained on or following May 1, 2004. Medium or heavy-duty vehicles, however, must have been secured after March 1, 2021 to qualify. Eligible autos must meet zero-emissions vehicle standards set forth by the California Air Resources Board and certified by the New Jersey Department of Environmental Protection (DEP).

In general, qualifying vehicles do not emit greenhouse gases like carbon dioxide when they are being operated. These EVs are powered primarily by batteries or fuel cells. Hybrid vehicles do not qualify. Neither do parts or labor for the EV.

Process

The DEP provides a list of vehicles that qualify. If your auto is on the list, you should have your dealership complete an Exempt Use Certificate (Form ST-4) and reference statute N.J.S.A. 54: 32-B-8.55. If you purchase a used car and register it with the Motor Vehicle Commission, you will likely need a copy of the certificate with the included statute reference.
